Ohio's sole immigration court, based in Cleveland and where Trujillo-Diaz's decision was meted out, has the third-highest wait time in the nation, with an average of more than two years, according to Transactional Records Access Clearinghouse, a research group at Syracuse University that studies and publishes federal data. The average wait time nationally is 665 days. Ohio's was 843, according to the Syracuse database.
