Turning to the disparate positive outcome, data limitations constrain our ability to suggest why African children receive immigration relief while in ORR custody at a much higher rate and more quickly than non-African children, although immigration relief is uncommon for all children. The ORR data do not identify the specific form a child’s
immigration relief took: asylum, special immigrant juvenile status, temporary protected status, parole, or something else. As each form of immigration relief has distinct legal requirements, different forms would suggest different explanations.
