ISOs, the IRS, and the H-election option: when immigration nonprofits act as interest groups

We include a mix of other county-level variables that provide context about the community where the groups are located. Immigration and Customs Enforcement’s (ICE) largest program is the deportation screening program Secure Communities (S-Comm) (Chand and Schreckhise 2015). In the regression models, we include S-Comm/1,000, which is the number of S-Comm deportations divided by 1,000 through July 2020 from the county where the ISO is located (Transactional Records Access Clearinghouse [TRAC] 2021).
