The government doesn’t bring that many Section 242 cases against law enforcement officers — about 49 in an average year between 1990 and 2019, according to a study of federal data by the Transactional Records Access Clearinghouse at Syracuse University. Prosecutors only pursue a fraction of the cases referred to them.
