According to a study published by the Transactional Records Access Clearinghouse at Syracuse University, Immigration and Customs Enforcement issued nearly a 1 million detainers over the last four years. Less than 23 percent of the people tagged with an immigration hold had been convicted of a crime, and only 8.6 percent with a serious offense.
