ICE Detention Is Down from Its Early-2026 Peak - But the Population Remains Large and Mostly Non-Criminal
(10 Apr 2026) At its recent high point in early February 2026, ICE held 68,289 people in detention. By April 4, 2026, that number had fallen to 60,311 - a drop of nearly 8,000, or about 12 percent, in roughly two months. The decline in monthly bookings tells a similar story: 39,694 people were booked into ICE detention in January 2026, compared with 32,531 in March 2026 - an 18 percent drop in new arrivals.

Despite the falling totals, the share of detainees without criminal records has remained consistently high. In February, 73.6 percent of those held - more than 50,000 people - had no criminal conviction. By April that figure was 70.8 percent, still representing over 42,000 individuals, with many of those who do have convictions having committed only minor offenses such as traffic violations.

Geographically, the picture has been stable. Texas has led all states in detainee population at both points in time, followed by Louisiana, California, Florida, and Georgia - though all five states saw modest declines. The single busiest facility, ERO El Paso Camp East Montana in El Paso, Texas, averaged 2,954 detainees per day as of February. That figure fell to 2,505 by April.

One area that has remained essentially flat is ICE's Alternatives to Detention program. In February, 179,991 individuals were being monitored through ATD, a number that had barely moved to 180,701 by April, with San Francisco's area office continuing to lead the country. This suggests that while physical detention has eased somewhat, the overall scope of immigration monitoring has held steady.

Highlights from data updated in TRAC's Detention Quick Facts tool show that:

  • 60,311 people are currently held in ICE detention

  • 70.8% of detainees (42,722 people) have no criminal conviction — and many of those who do were convicted only of minor offenses such as traffic violations

  • 32,531 people were booked into ICE detention in March 2026 — 29,606 arrested by ICE and 2,925 by CBP

  • Texas has the most ICE detainees of any state (17,908), followed by Louisiana (8,115), California (5,807), Florida (5,281), and Georgia (4,383)

  • ERO El Paso Camp East Montana in El Paso, TX is the single largest facility, averaging 2,505 detainees per day

  • 180,701 individuals are currently monitored through ICE's Alternatives to Detention (ATD) programs

  • San Francisco leads all area offices in ATD enrollment (20,500), followed by Los Angeles (18,746), Miami (18,528), Chicago (18,136), and New York (10,677)
