In the first updated detention stats released in calendar year 2025, Immigration and Customs
Enforcement (ICE) reported 39,152 immigrants are currently detained, 60 percent of which have no
criminal record. One out of every five individuals detained by ICE are located at one of these
facilities: Adams County Detention Center in Natchez, Mississippi (2,123), South Texas ICE Processing
Center in Pearsall, Texas (1,681), Stewart Detention Center in Lumpkin, Georgia (1,507), Winn
Correctional Center in Winnfield, Louisiana (1,474), and Otay Mesa Detention Center in San Diego,
California (1,375). Adams County currently detains the largest average daily population of people at a
single facility since ICE started releasing detention statistics in 2019.
ICE reported an increase in the number of people enrolled in Alternatives to Detention (ATD), with
187,193 individuals or families now monitored. ATD enrollments are getting longer, too. Two years ago,
in December 2022, the average ATD enrollee spent 319 days monitored under ATD. As of this past month,
the average has gone up to 606 days under ICE surveillance. In general, as the number enrolled in ATD
increases, average length of enrollment goes down.
Highlights from data updated in TRAC's Detention Quick Facts tool show that:

23,603 out of 39,152—or 60.3%—held in ICE detention have no criminal record, according to data
current as of December 29, 2024. Many more have only minor offenses, including traffic violations.

ICE relied on detention facilities in Texas to house the most people during FY 2025, according to
data current as of December 23, 2024.

ICE arrested 7,558 and CBP arrested 13,572 of the 21,130 people booked into detention by ICE during
November 2024.

Adams County Det Center in Natchez, Mississippi held the largest number of ICE detainees so far in
FY 2025, averaging 2,123 per day (as of December 2024).

ICE Alternatives to Detention (ATD) programs are currently monitoring 187,193 families and single
individuals, according to data current as of December 28, 2024.
