In an update released on February 27, 2025, Immigration and Customs Enforcement (ICE)
reported that the number of detainees held in their custody has increased to 43,759, the
highest detention level since November 2019. Detention numbers reported by ICE towards the
end of the first Trump administration had reached as high as 55,654 back in August of 2019.
For the first time in four years, it appears that ICE is now responsible for more than half of all
arrests leading to detention, with 52 percent of detainees originally arrested by ICE compared
to 48 percent first apprehended by Customs and Border Protection (CBP).
This analysis is based on some degree of inference, as
once
again, one of ICE’s statistical tables
appears to include an error, this time one of transposition. In the table detailing arrests by
agency and criminality, apprehensions made by ICE show up as CBP arrests and individuals
arrested by CBP are reported as being made by ICE.
Meanwhile, the number of people reported on ICE’s “Alternatives to Detention” program has
dropped to 185,511. This is down from 188,304 in the final update to ATD numbers during the
Biden administration, made January 11, 2025. The ICE offices which appear to be disenrolling
people from ATD in greater numbers are all located near the US-Mexico border. These include
net decreases in San Diego (613 fewer enrollees), Phoenix (641), El Paso (803), San Antonio
(954), and Harlingen (955).

Immigration and Customs Enforcement held 43,759 in ICE detention according to data
current as of February 23, 2025.

22,797 out of 43,759—or 52.1%—held in ICE detention have no criminal record,
according to data current as of February 23, 2025. Many more have only minor
offenses, including traffic violations.

ICE relied on detention facilities in Texas to house the most people during FY 2025,
according to data current as of February 18, 2025.

ICE arrested 11,755 and CBP arrested 10,198 of the 21,953 people booked into
detention by ICE during January 2025.

Adams County Det Center in Natchez, Mississippi held the largest number of ICE
detainees so far in FY 2025, averaging 2,148 per day (as of February 2025).

ICE Alternatives to Detention (ATD) programs are currently monitoring 185,511 families
and single individuals, according to data current as of February 21, 2025.
